The ICDE OER Advocacy Committee, the ICDE Ambassadors for the global advocacy of OER will host a webinar on the forthcoming UNESCO OER recommendations, the 7 June 2019, at 3pm CET.
ICDE Ambassadors for the global advocacy of OER and the UNESCO ICDE OER Chairs will reflect and discuss the recommendations during this webinar hosted by ICDE and the ICDE OER Advocacy Committee. A recent global study on OER from UNESCO, the impacts, achievements, and challenges of OER will also be presented. Webinar participants are invited to a lively dialogue after the presentations are completed.
The recommendations are about to be finalized and were fine-tuned at the UNESCO Policy meeting in Paris 27-28 May 2019. The recommendations will be official and published in November 2019. The recommendations are built on the UNESCO SDG goals, especially SDG4 to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

Ljubljana OER Action Plan
The second World Open Educational Resources (OER) Congress closed as experts and national delegates from 111 countries adopted by acclamation the 2017 Ljubljana OER Action Plan.
The 2017 Ljubljana OER Action Plan presents 41 recommended actions to mainstream open-licensed resources to help all Member States to build Knowledge Societies and achieve the 2030 Sustainable Development Goal 4 on “quality and lifelong education.”
The 2017 Ljubljana OER Action Plan provides recommendations to stakeholders in five strategic areas, namely: building the capacity of users to find, re-use, create and share OER; language and cultural issues; ensuring inclusive and equitable access to quality OER; developing sustainability models; and developing supportive policy environments.
Ministerial Statement
The accompanying Ministerial Statement called for a “dynamic coalition to expand and consolidate commitments to actions, strategies, and legislation” in OER, with a “call on all educational stakeholders to implement the recommendations of the Ljubljana OER Action Plan 2017.”
The statement is endorsed by 20 Ministers and their designated representatives of Bangladesh, Barbados, Bulgaria, Czech Republic, Costa Rica, Croatia, Kiribati, Lao People’s Democratic Republic, Lithuania, Malta, Mauritius, Mauritania, Mozambique, Palestine, Romania, Serbia, Slovakia, Slovenia, South Africa and the United Arab Emirates.
