ICDE Lifelong learning Summit 2019, Lillehammer, Norway

The OER Advocacy Committee (OERAC) participated and hosted a Symposium on the mandate and work by the ICDE OER advocacy committee (Panel), at the ICDE LLLS2019 in Lillehammer, Norway. The Symposium was held 12 February 2019. see the slides here

The theme for the ICDE and INN Lifelong Learning Summit 2019 #lifelonglearning2019 was Lifelong learning for lifelong employability. The conference which was held in Lillehammer, Norway 11-13 February 2019, gathered some 350 + delegates from 37 countries.

Background: The speed of digitalization is constantly challenging and affecting the ways we work. These challenges require new skills and competencies which again has led to an increasing focus on and demand for lifelong learning by society. While digitalization throws up new challenges, it is also the solution to address these. Through enabling accessibility and flexible delivery of new competency training, lifelong learning can be made available to all.

Presentations and highlights are available here, and more to come. The ICDE LLLS2019 Roadmap will soon be presented elaborated during the conference and in collaboration with the delegates. Prime Minister Erna Solberg; Norway was the keynote speaker. She stressed the importance of lifelong learning for all the urgent needs for transformation change especially higher education have to take related to their role as capacity building in societies and to be an even more active stakeholder in the 21stcentury related to their offers, services and mandate for lifelong learning for all.  This has been argued  before in several of my earlier Blog posts

Ebba Ossiannilsson, (Chair) and Jean_Marc Meunier participated and hosted a Symposium entitled, OER and OEP for access, equity, equality, quality, inclusiveness, and empowering lifelong learning. The overall topic for the Symposium was The mandate and work by the ICDE OER advocacy committee (Panel) 

Ebba Ossiannilsson, ICDE OER Advocacy Committee Chair, Ambassador for the global advocacy of OER, Sweden., and Swedish Association for Distance Education, Sweden. Swedish Organization for e-Competence, Sweden presented the current work, roadmap at micro, meso and macro level and mandate for the ICDE OER Advocacy Committee.

Jean-Marc Meunier, ICDE OER Advocacy Committee, Ambassador for the global advocacy of OER, and University of Paris 8, France. Interuniversity Federation of Distance Education, France, presented on the instrumentalization of open educational resources.

A summary of the Symposium

Open Educational Resources (OER) serves as a catalyst for lifelong learning (LLL), and Continuous Professional Development (CPD). For lifelong learners, OER is often used as microlearning or nano-learning, not at least at working places. OER, has the potentials to expand access to lifelong learning opportunities, achieve quality education and establish legal and political frameworks that promote, inter alia, and coordinated partnerships. 

The mandate and work of the ICDE OER Advocacy Committee (OERAC), as well as ICDE OER Chairs was presented.  The ICDE OERAC work aligned with the UN UNESCO Recommendations (2019). The visions, missions, activities, and current roadmap by the OERAC was presented and discussed during the Symposium. Some concrete activities are work on the proposed collaborative projects and visions from the Open Education Leadership Summit 2018 (OELS18). The ICDE OERAC will especially respond to the proposals around the policy. The response will identify opportunities to develop some of the proposed projects and activities and to establish links with existing or emerging projects and trends around the world. Another concrete activity is on developing guidelines for advocacy, best/or better practices for OER advocacy in various settings, and levels (e.g. Macro, Meso, Micro, and Nano level).

Short facts about the OERAC

The ICDE OER Advocacy Committee work aligned with the United Nation UNESCO Recommendations and the movement from awareness raising, commitment to action, based on the latest Ljubljana statements, SDG, especially SDG4, and Cape Town Declaration 10+.
